The following is from researcher Melinda Leslie, owner of Sedona UFO Sighting
Tours, in Arizona. I first interviewed her about MILABS back in the late-90s
for my Tampa Public Access Television show, “The UfoJoe Show.” According to
her bio, Melinda has been researching individuals involved in the UFO “cover-
up” for 28 years.

Since Melinda didn’t record the interview, I asked her about the accuracy of
her notes. She told me, “Those were pretty much dead on quotes. I was writing
as he was talking and cleaned them up immediately after hanging up.”

According to their website, Semivan is the Co-founder, Board Member and Vice
President of Operations for “To The Stars Academy of Arts and Science.” He
spent twenty-five years of his career as Operations Officer for the Central
Intelligence Agency’s Directorate of Operations. He was also an Intelligence
Community consultant for training in leadership, CIA tradecraft and countering
weapons of mass destruction.

Semivan retired in 2007 after a 25-year career in the Central Intelligence
Agency’s National Clandestine Service. At the time of his retirement he was a
member of the CIA’s Senior Intelligence Service. Jim served multiple overseas
and domestic tours along with senior management positions in CIA headquarters.
He is the recipient of the Agency’s Career Intelligence Medal.

This is the second public comment on the Wilson/Davis documents from someone
associated with TTSA. Hal Puthoff, PhD, was the first.

If you’d like to have an idea on why Semivan has an interest in the UFO/UAP
subject, I suggest you read his foreword to Tom Delonge’s and A.J. Hartley’s
“Sekret Machines: Chasing Shadows.”

Considering his resume, here’s an excerpt from what I consider to be a
profound and important essay/foreword:

I had a forty-three-minute phone discussion with Jim Semivan regarding the
Wilson/Davis documents, It was essentially a forty-three-minute-long,
carefully worded non-denial. I gave him many opportunities within our
conversation to deny them and their contents, but he _never_ did. In following
this story, it seems this is par for the course with similar responses from
the others that have been asked. Jim’s tone, cadence, and need to thoroughly
(overly) explain security oaths, as well as his repeated explaining of their
“no comment” and “no position” position throughout the conversation, spoke
volumes to me that they are actually _very_ concerned and have circled the
wagons on this. While I didn’t take many notes at the time (my bad), here is
what I do have that are some nearly exact quotes. These are not in order. I
feel these first ones are important.

**Jim Semivan – JS**

**Melinda Leslie – ML**

**JS:** “We have to say no comment because of our clearances still. We are
bound by our oaths. We have those oaths till our death.”

**JS** : “Even if one sentence in the document is classified, or dealing with
something that is, we can not comment on the entire document.”

**JS** : “We are friends with many of the individuals mentioned. We do not
want to create problems, difficulties for them. (Paraphrasing) It would be
embarrassing for them, cause them grief, legalities arise, detrimental towards
their jobs, positions, projects.”  

**ML** : “What is TTSA’s position on the Wilson document?”

**JS** : “We don’t have a position. We simply can’t comment., Because of oath
of secrecy, were not allowed even when we know something or may want to say.”

**ML** : “What is TTSA’s game plan (re docs)”

**J****S** : “No game plan for TTSA. We’ll see where it goes.”

**ML** : “Did Eric write it?”

**JS** : “No comment”

**ML** : “Did he record it?”

**JS** : “Don’t know”

**ML** : “What did Eric say about this?”

**JS** : “Have not spoken to him, I assume Hal did.”

_(**I gave Semivan repeated chances to deny and he never did. One such
example:**)_

**ML** : “Is UFOlogy wasting its time?”

**JS** : (after a long pause) “Again, no comment”

Melinda Leslie is an investigator in the field of Ufology with 30 years of experience. She first interviewed Semivan in 2018. For 10 years she has been the Owner of UFO Sighting Tours in Sedona, Arizona, where she has conducted 1,200 tours with the use of military Night Vision Goggles. Melinda has researched individuals involved in the UFO “cover-up” for 28 years. She is also considered by many to be the authority on a covert military and intelligence agency involvement in UFO abduction cases (a.k.a. MILABS).
