Robert Orel Dean (1929–2018) — retired U.S. Army Command Sergeant Major (a real, ~28-year career: infantry / special operations, Korea- and Vietnam-era). A prominent UFO-circuit lecturer and documentary figure from the 1990s until his death.

The claim — “The Assessment”

Dean said that while assigned to SHAPE (Supreme Headquarters Allied Powers Europe, then at Rocquencourt, France) from 1963, with a “Cosmic Top Secret” clearance in the Supreme Headquarters Operations Center (SHOC) “war room,” he read a NATO study titled “The Assessment: An Evaluation of a Possible Threat to NATO Forces in Europe” — initiated 1961, published 1964, in 15 copies. He claimed it concluded:

  • Earth has long been under observation by several extraterrestrial intelligences (“four different groups”);
  • some of which are human-looking (“we cannot tell them from ourselves”);
  • with no military threat and no overt hostility.

He went public in the 1990s and elaborated over the years (human-passing “Nordics,” etc.).

The official refutation (the decisive fact)

No copy of “The Assessment” has ever surfaced in 60+ years. SHAPE officially analyzed the claim — including a photograph of the alleged cover page — and concluded the cover is a forgery and that SHAPE prepared no UFO report in the 1960s, noting it had far more pressing Cold War priorities than a 2½-year UFO study. Dean’s account rests entirely on his own decades-later recollection, with no document, no corroborating photographs, and no testimony from fellow SHAPE personnel.
