Jimmy Carter and UFOs — the 1969 sighting and the 1977 White House “briefing” claim

  • Why it matters: Jimmy Carter is the only US president to have filed a UFO sighting report and to campaign openly on UFO transparency — a documented historical fact. Layered on top is a 2025–26 claim (Eric Davis, amplified by Richard Dolan) that Carter received a June 1977 classified briefing stating the US had been in contact with alien beings — an uncorroborated claim that runs straight into the known Doty disinformation (Project Aquarius / MJ-12).

Tier 1 — the documented record (solid)

  • The 1969 Leary sighting. As Georgia governor-elect, Carter and ~10–20 others at a Lions Club meeting watched a bright, color-changing object that appeared to approach and recede. Carter filed a written report (in 1973, to NICAP/the International UFO Bureau). Skeptics (notably Robert Sheaffer) argue it matches Venus; Carter never accepted that explanation but also never called it a “flying saucer.” That he reported it is fact; what it was is unresolved (Venus is the leading prosaic candidate).
  • The 1976 campaign openness + Blue Book promise. Carter spoke publicly about the sighting during the campaign — unprecedented for a presidential candidate — and promised that, if elected, he would make government UFO information (specifically Project Blue Book records) available to scientists and the public.
  • The 1977 White House UFO moment (documented). After inauguration the White House was inundated with UFO mail. The administration considered asking NASA to run a new civilian scientific study to replace Blue Book; NASA declined firmly (a “hard no,” with the CIA reportedly reinforcing the refusal). Separately, Grenada PM Sir Eric Gairy lobbied Carter (and the UN) in fall 1977 for international UFO investigation; it went nowhere. By the end of 1977 the administration’s UFO engagement had visibly stalled.

Tier 2 — the 1977 classified-briefing claim (uncorroborated)

Per Richard Dolan’s March 2026 video (dolan-carter-briefing-2026-03), relaying Eric Davis (on the Jesse Michels podcast with Eric Weinstein):

  • Carter allegedly received a classified UFO briefing in June 1977 that began as a routine NSC economic-policy session and moved to the Oval Office when the UFO topic arose.
  • Carter was supposedly told the US government had been in contact with alien beings (contact, not merely unidentified objects).
  • Davis claims documentation exists in the Carter Presidential Library, with an attendee list where every name is visible except two (redacted to this day).
  • Davis says the account was confirmed to him by Alonzo McDonald (Carter’s White House staff director), who investigated and concluded the briefing took place.
  • Davis ties it to Project Aquarius: attendees returned their briefing documents, then reconstructed the briefing from memory — which, he says, became the “Aquarius document.”

Dolan adds his own ~20-year-old anonymous national-security source, who independently described a June 1977 UFO-related briefing after which Carter was seen alone at his desk, head down, deeply upset or praying. The widely-circulated short “made him cry” clip (2023) is Dolan telling this same anonymous-source story.

Why Tier 2 is heavily caveated

  • The Aquarius/MJ-12 anchor is known-contaminated. Dolan himself flags it: the “Aquarius document” surfaced in the early 1980s via William (Bill) Moore during the Paul Bennewitz affair, and is deeply entangled with the Moore–Richard Doty disinformation operation (e.g., a copy altered “NSA” to “NASA”). It is regarded as a mixture of possibly-authentic program terminology and deliberate disinformation — exactly the material a contact-briefing claim should not be resting on.
  • The source is the disclosure network’s weakest tier. Eric Davis (~30) is the same figure behind the unverified “four species” briefing material; his extraordinary claims are characteristically uncorroborated. Dolan (~48) corroborates only with a second anonymous source — two anonymous accounts are not independent documentary confirmation.
  • The checkable parts are not yet checked. A Carter Library document and a partially-redacted attendee list are, if real, verifiable — but neither has been produced publicly. Until they are, “documentation exists” is itself a claim. (Alonzo McDonald died in 2019 and cannot confirm.)

Credibility assessment

Separate the tiers, and the case is genuinely useful. Tier 1 — Carter as the UFO-reporting, transparency-promising president whose 1977 NASA/Blue Book initiative died against agency resistance — is documented history and a legitimate data point on institutional behavior (the same agencies stonewalling the same questions). Tier 2 — the contact briefing — is an extraordinary claim resting on a known-disinformation document (Aquarius/MJ-12), a problematic primary (Davis), and two anonymous accounts, with the genuinely checkable elements (Library document, attendee list) unproduced. The defensible reading: treat the June 1977 “something happened” core as plausible-and-worth-checking (Carter’s documented frustration and abrupt disengagement is suggestive), while treating the “told we’re in contact with aliens” content as unverified and disinformation-adjacent. This is the value-the-source-with-provenance approach: capture it, frame it, and flag precisely which part is load-bearing-but-unconfirmed.

Position relative to other items:
