Charles B. Moore — the Project Mogul engineer

Read in two tiers, because his reliability genuinely splits by claim: the general technical account (what Mogul was, what the materials were, why it was secret) is the strongest first-hand testimony in the case; the specific identification that ties Mogul to the Brazel ranch is decades-later reconstruction that the contemporaneous record doesn’t carry — as Moore himself half-concedes.

The documented core (strong)

  • A real scientist with genuine first-hand standing. Moore was the NYU balloon group’s project engineer — not a relayer but the man who built and flew the trains. His later career (atmospheric electricity, NM Tech) is a real scientific record. This is the firmest possible substrate for the Mogul-side technical claims.
  • The general Mogul account is independently document-anchored. That the program was real, classified, and locally launched is corroborated outside Moore by the Crary field diary, the NYU flight/technical reports, and the org records (see project-mogul-contemporaneous-evidence). Moore’s description of the hardware — neoprene balloons, ML-307 radar targets of foil/foil-backed paper on glue-coated balsa, the pinkish flower/symbol reinforcing tape, sonobuoys — maps onto Brazel’s 1947 description and the Fort Worth photos (developed in the Mogul query, §1).
  • Unusual candor / disconfirmation-acceptance. He volunteers the limits of his own testimony: a standing memory caveat (“qualify everything I say with the memory of almost 50 years ago… should other evidence indicate my memory is faulty, I readily accept that”); “I don’t have any evidence of this” about the early-June radar targets; “I have no explanation” for the sledgehammer-durability claim; and he reads the unhelpful “No balloon flight again on account of clouds” diary line aloud rather than gliding past it. That is the behavior of a careful witness, and it is the main thing keeping the rating up.
  • No sensational or commercial motive. He defended a mundane explanation, was reluctant to discuss the classified work, and sought no platform.

The contested specifics (reconstruction)

  • The “Flight 4 = the Roswell debris” identification over-reaches the record. Moore pins the Brazel debris to a 4 June 1947 launch “based on Dr. Crary’s actual diary” — but the diary entry says the formal flight was cancelled (“No balloon flight again on account of clouds”) and records only an unnumbered service launch; it contains neither the number “4” nor radar targets.   • The radar targets on that flight rest on his recollection, which he flags as unevidenced. “…tracking corner reflector targets, which I think we brought with us. I don’t have any evidence of this,” and “the radar test flights were not recorded.” Since the materials match requires radar targets, this is the weak joint in the specific case (Mogul query, §1).
  • The “umbrella cover story” is his inference, not established. He surmises an intentional higher-level cover behind the July-10 Alamogordo News demonstration but can’t source it, and the best-placed insider (Trakowski) denies one: 2026-06-01-roswell-cover-story-confirmed-vs-inferred.
  • 47-year-later memory, and contested by critics. pro-UFO researchers Kevin Randle and David Rudiak argue Moore shifted the proposed launch time/trajectory to make Flight 4 reach the ranch and that “Flight 4” isn’t in the numbered log at all (Randle); read with that contest in mind, though his flight-record points cut both ways.

Credibility assessment

Component breakdown (bimodal — the honest representation)

  • General Mogul technical account (program real/classified/local; the hardware; need-to-know secrecy) — ~75. First-hand, credentialed, document-corroborated, candid.
  • “Brazel debris was radar-target/balloon material” (in general)~70. Strong, but independently carried by Brazel’s 1947 account and the photos, not Moore alone.
  • Specific “Flight 4, 4 June, with multiple radar targets = the Brazel debris”~40. Decades-later reconstruction over-reaching the contemporaneous record, partly self-conceded.
  • Cover-story / above-his-level inferences~35. Openly speculative; denied by the insider he asked.

What raises it

  1. First-hand, credentialed scientist — the project engineer himself, with a real scientific career.
  2. Document-anchored and falsifiable-in-principle — he reasons from the flight log, Crary’s diary, and the technical reports, and his general account is independently corroborated.
  3. Candor / disconfirmation-acceptance — explicit memory caveat, “no evidence of this,” “no explanation,” reads damaging entries aloud.
  4. No sensational/commercial motive.

What lowers it

  1. 47-year-later memory, which he himself flags as fallible.
  2. The load-bearing specific identification (Flight 4 = Roswell) is reconstruction, reading a flight number and radar targets into a diary that contains neither — and he wavers on the date.
  3. The cover-story claim is unsourced inference, denied by Trakowski.
  4. Critics (Randle, Rudiak) allege story-shifting on launch time/quality to fit the ranch.

Net assessment

~62 composite — but the breakdown is the point. Moore is the most credible Mogul-side witness in the case: a credentialed, first-hand scientist whose general account is document-anchored and who is unusually honest about the edges of his own memory. He is held back from the scientists’ tier, and his composite dragged down, because the specific claim his testimony is actually used for — that a particular logged flight on a particular day carried the radar targets that became the Brazel debris — is reconstruction the record doesn’t support, and which he partly disclaims. The usable rule: weight his general account (Mogul was real, the materials were radar targets, the secrecy was need-to-know) heavily; treat the specific “Flight 4 = the Roswell debris” as his reconstruction, not record — and treat the cover-story inference as surmise.

Position relative to other figures:

  • Below the classical scientists McDonald (~73) / Hynek (~72) — their rigor was applied to claims they kept falsifiable, whereas Moore’s load-bearing specific claim over-reaches. Above Pflock (~55) — Moore has more direct first-hand knowledge (he was the engineer), harder science, and comparable candor. Well above the contested first-hand witnesses Cavitt (~38) and Marcel (~33).
  • A prosaic-side, first-hand scientist-witness — the mirror image of Marcel: where Marcel’s documented event is real but his ET interpretation is decades-later, Moore’s general account is solid but his decades-later specific identification is the weak link.
