The connective tissue of the modern UAP-research network: the through-line from 1970s CIA-funded psi research to the AAWSAP exotic-physics studies to TTSA. With Eric Davis (davis-career-and-claims), he is the network’s intellectual architect.
Who he is
Physicist (Stanford PhD, electrical engineering). Founder and first director (1972–1985) of the SRI remote-viewing program — genuinely CIA- and DIA-funded research (the precursor lineage to Project Stargate). With Russell Targ he published “Information transmission under conditions of sensory shielding” in Nature (251:602–607, 1974) — a real publication in a top journal that became a lasting methodological lightning rod (critics showed sensory-cue leakage in the judging). Later he ran EarthTech International / the Institute for Advanced Studies at Austin, focused on zero-point energy and vacuum/“spacetime-metric” engineering — and authored AAWSAP Defense Intelligence Reference Documents, including “Advanced Space Propulsion Based on Vacuum (Spacetime Metric) Engineering” (see INDEX). In 2017 he co-founded To The Stars Academy with Tom DeLonge, Luis Elizondo, and Eric Davis. Earlier biographical detail relevant to judgment: he was a Scientologist (reaching OT VII) before leaving in 1978.
On-record claims (2022–2026)
- “Four types” of NHI (2026). On The Diary of a CEO “UFO Roundtable” (May 14 2026, with Age of Disclosure director Dan Farah; full transcript at doac-ufo-roundtable-puthoff-farah-2026-05-14, clip compiled at psicoactivo-puthoff-four-types-nhi-2026-05-16) Puthoff stated that people involved in recoveries report “at least four separate types” of non-human intelligence — grays (“~4ft, from the crash at Perulia, Mexico, misnamed Roswell”), Nordics (5–6ft), and reptilian/insectoid-resembling humanoids — and “dozens of recoveries of crashed craft in the US alone.” Crucially, he qualifies it as relayed: “I have not had direct access to that, but I believe the people I talked to.” This is his furthest-out public register to date, and it is secondhand — consistent with the “relays others’ extraordinary claims” pattern, not first-hand observation.

- Directed an actual government-funded program. The SRI psi program was really CIA/DIA-sponsored research, and he ran it — an institutional credential (the existence of the program is not in dispute).
- Named, on-record, foundational — he documents his own history and stands behind it.
What lowers it
- A career in contested/fringe physics. Remote viewing, zero-point energy, vacuum-engineering “warp”-adjacent propulsion — widely regarded as fringe by mainstream physics. The body of work the framework would weight is heterodox.
- Null operational results. The SRI psi program’s accuracy never reached actionable-intelligence thresholds (the AIR Report’s verdict on Stargate); the program’s value is contested even granting its reality. See buchanan-stargate-career-and-claims.
- Central network architect. He is the hub of the SRI → NIDS/Bigelow → AAWSAP → TTSA lineage — the closed loop Kirkpatrick characterizes as circular reporting (kirkpatrick-and-aaro). He supplies the exotic-physics framing the whole network leans on.
- TTSA commercial venture and a long-standing personal commitment to the reality of the phenomena that predates the evidence.
- The 2026 “four types of NHI / dozens of recoveries” claims — relayed secondhand from anonymous “people involved in recoveries,” with specific alien taxonomies and sizes. This is contactee-canon-register relay from a credentialed physicist, the same pattern that holds Davis at ~30.
