Operação Prato — “Relatório de Missão” + witness testimonies (via 1991 leak report) (SIAN 0322)

What: a Brazilian Air Force Informação Nº 075/91 (1º COMAR intelligence, 1991, CONFIDENCIAL) reporting a press leak of Operação Prato documents — with the leaked material attached: a facsimile of the magazine UFO Documento Nº 2, which reproduced the actual Operação Prato “Relatório de Missão” and its witness testimonies. The wrapper is another leak/security memo (cf. the 1989 stamps memo); the value is the mission report and named-witness testimony inside it. The mission report’s own conclusion (the analytically important part)

The Relatório de Missão states the team heard eyewitnesses and people “atingidas’ por um ‘foco de luz’, proveniente de um Corpo Luminoso de origem e características desconhecidas,” from varied backgrounds — “pescadores, lavradores, médicos, aviadores, padre e físico.” Its conclusion is candidly inconclusive, not dismissive:

“Sentimos não ter chegado a uma conclusão plenamente satisfatória, sobraram dúvida[s] e carência de explicação para alguns pormenores nas ocorrências…” (We feel we did not reach a fully satisfactory conclusion; doubts and a lack of explanation remained for some details of the occurrences.)

This is notable against the public “no unusual phenomena” line usually attributed to Prato: the mission report’s internal register is “unresolved,” not “nothing happened” — a real, sourced datum for the gap between the public posture and the working record.

Named-witness testimonies (verbatim excerpts, Gemini OCR)

  • Dra. Wellaide Cecim Carvalho — 24, Médica – Clínica Geral (the physician who treated Colares burn victims): “afirmou ter visto e observado… Objeto Luminoso (brilho metálico), fazendo evoluções sobre a parte frontal da cidade (praia do Cajueiro), a baixa altura (100m), a distância estimada de 1.500m, sem produzir o mínimo ruído. Forma cônica-cilíndrica… 3,00m de comprimento por 2,00m de diâmetro.” A credentialed medical witness giving a structured, silent, close daytime observation.
  • Padre Alfredo de la Ó — 48, instrução superior (Medicina, Física, Mecânica e Teologia), Padre — another high-education professional witness in the report.
  • Raimundo “Birro” (a labourer) — felt his strength drain, saw a small circular object “como uma arraia” (~1.50 m) at 5–10 m altitude emitting a directed, intense blue light beam toward him; reported tremor, headache, and numbness in the struck region (no burns observed); sketched the object and its multicoloured “luminous wake.”

These corroborate, from the military’s own mission report, the physical-effect pattern (directed beams, numbness, professional witnesses) that Hollanda recounts and that the case literature describes — and they put Dr. Wellaide’s observation on the documentary record.
