James Fowler — the Skywatcher “dog whistle” technologist

The technical half of the Skywatcher venture (Jake Barber is the operational/whistleblower face). Where Barber makes maximal first-person crash-retrieval and NHI-experience claims, Fowler stays mostly in a sensor-and-observation register — which makes him the more measured of the pair, but the register still rests on a data set the company has not produced.

What he does

Fowler presents himself (per his stated biography, read out on Emergent) as a retired US Special Operations Command Sergeant Major with 25-plus years in special operations, electronic warfare, secure communications, drone and counter-drone systems, and vision-based navigation; since 2017 the founder/CEO of five companies, currently COO of TerraPixel and president of Compass Tech Group, and a member of the Atlantic Council’s Counterterrorism Project. These credentials are checkable in principle but are not independently verified here; weight them as his stated background.

His UAP involvement began, he says, in 2021 while running a US-government counter-drone war game, when a “flight of seven” small craft overflew the site undetected by eye or ear and were caught only on radar and enhanced imaging. From that he built Skywatcher’s core product, the “dog whistle”: an electromechanical signaling configuration deployed in the field alongside radar, electro-optical and multi-band infrared cameras, laser rangefinders and trained observers, which the team says provokes UAP appearances and lets them be tracked, imaged, and classified. He claims 11 UAP classes (Tetra, Tic Tac, jellyfish, blob, egg, Tesseract, etc.), inferred roles (transport vs sensor), helicopter intercepts to within a couple hundred meters, an electronics-interference field in close proximity, and that the class nomenclature itself “came from the UAP task force,” not his team.

What is genuinely strong

  • The register is sensor-first, not testimony-first. Fowler frames the problem as detection, measurement, and classification (range, kinematics, radar plus EO/IR), and repeatedly foregrounds the missing variable that would make analysis rigorous — range/distance to derive speed. That is the framework-preferred posture (get instrumented data), and it distinguishes him from pure-testimony claimants.
  • He engages the prosaic and adversarial explanations. His red/blue/other framework explicitly reserves buckets for US-made and adversary technology, and on the nighttime “drone” incursions (New Jersey, Europe, over bases) he argues the likeliest answer is a human red-bucket actor, not non-human craft — reasoning that a friendly actor would not break its own laws and disrupt its own airspace, and that his own team has never observed a UAP at night. In the Yemen-video analysis he concedes repeatedly that “there’s nothing definitive we can pull out of this.” A believer-technologist who still says most of the drone flap is probably prosaic or foreign is calibrated in a way the field often is not.
  • A deflationary, checkable-in-principle admission. He says Skywatcher’s 11-class taxonomy “wasn’t native to me and to my team — that came from the UAP task force,” relayed indirectly through associates. Crediting an outside source for his own signature framework, rather than claiming discovery, is the honest move and is checkable in principle.
  • Verifiable-in-principle background. Unlike a claimed-but-unprovable cover identity, his stated CV (SOCOM, named companies, Atlantic Council) is the kind of record that can be checked; nothing in the base contradicts it.

What caps it

  • The load-bearing claims are extraordinary and the data is unreleased. “A signal reliably summons UAP within hours,” “we now see them on radar every time,” “200 sorties in a few days,” “over 15,000 sorties a year,” 11 catalogued craft classes with inferred roles — these are physically extraordinary and rest entirely on a data set Skywatcher has not produced. Coulthart reports the organization moved to a “data analysis” phase that surprised some insiders (coulthart-realitycheck-qa-2025-12-21); the analysis has not surfaced. Unfalsifiable-by-withholding is the recurring cap.
  • Commercial venture, single source. The claims come from a for-profit company (Skywatcher / Compass Tech) whose credibility the base already discounts (Barber page); Fowler is the inside technologist, not an independent verifier, and no outside party has replicated the “dog whistle.”
  • He is fully inside the psionic/consciousness program. However measured on the incursions, Fowler endorses the venture’s deep-woo core: “psionic assets” (e.g. “Jordan called in a craft”), a neuromeditative ability to “interact with the quantum field,” and material that is “conscious” and “connects to” analysts. These are as maximal as anything in the field and carry no evidentiary support.
  • Speculative video analysis presented with confidence. The Yemen “Class X”/Tesseract identification and the anti-balloon arguments are plausible-sounding inference over a single low-provenance “dead drop” clip; they inherit the unverified status of the taxonomy they invoke.

Credibility assessment

Read in two registers.

  • Sensor-methodology and incursion-analysis register: moderate (~55). Real (claimed) technical background, a data-and-measurement framing, genuine engagement with prosaic/adversarial explanations, and a deflationary honesty about where his taxonomy came from. As a guide to how one would instrument the problem and how to think about the drone incursions, this is among the more sober voices in the commercial-UAP space.
  • Extraordinary-claims register (signal-provoked UAP, 11 classes, psionic assets, conscious material): low (~22). Physically extraordinary, single-source, commercially interested, and unaccompanied by released data.

Net ~37. The verifiable-in-principle CV and the measured, sensor-first posture lift him above the venture’s operational face, Barber (~30), and roughly to the elite-CV-plus-extraordinary-claim band of Blitch (~34) — but with the claims in a technical/operational rather than personal-abduction register. He is held well below the analyst/research band (Nolan ~70, Loeb ~62, Graves ~70) because the load-bearing claims are extraordinary and the confirming data is withheld. The usable rule: cite Fowler for the detection/measurement framing and for the measured “much of the drone flap is probably prosaic or adversarial” read; treat the dog-whistle-summons-UAP, 11-classes, and psionic/conscious-material claims as unverified pending release of the underlying sensor data.

Position relative to other figures:

  • Skywatcher pair: above Barber (~30) on verifiable background, a more measured posture, and the absence of a maximal first-person NHI-retrieval claim of his own; the two rise and fall together on the venture’s unreleased data.
